The Vendor object defines a fee that should be taken into consideration when serving ads or bidding. The fee is defined in the Vendor Fee object, which is associated to another Object, typically a Line Item or Campaign. Vendors belong to an Account (not Advertiser-specific), and global Vendors are created by the system administrator and are available to all Accounts.
